authorities in hope of peaceful settlement.

(b) United States Minister though personally

favourable must as usual seek instructions and was

not optimistic.

(c) French Representative was inclined to be

nervous as to practicability of proposal hence our

telegram to Senior Consul.

(d) Danes and Norwegians wondered how they would

be protected seeing that they have no naval or military

forces present. We agreed that was a point to go into

later when we reached practical stage.

I begged my colleagues to impress on their

governments necessity of prompt action. If we could

stifle tonnage surtax promptly it was almost certain

that we should hear little more of the other dues

Addressed to Foreign Office, repeated to Tokyo,

Shanghai, Hongkong end Commander-in-Chief.
